Amaopusenibo Siminalayi “Sim” Joseph Black-Fubara was born in Opobo Town in the Opobo/Nkoro Local Government Area of Rivers State 28 January 1975. is the second of five children and the first son of Late Joseph Fubara, a former soldier who had an overseas training tour of duty, and Late Love Fubara, a civil servant.
At birth, he was christened “Siminalayi” which, in Opobo-Ibani dialect, translates as “the poor may beget the rich”.
He attended Opobo Primary School and Comprehensive Secondary School, Opobo before proceeding to study Accountancy at the Rivers State University of Science and Technology where he acquired his MBA in 2013 and MSc from the University of Port Harcourt in 2016. He also has a Postgraduate Diploma in Accounting from Enugu State University of Science and Technology.

Civil service Career
His 18-year service career began in 2003 when the Rivers State Post-Primary Schools Board appointed him as a classroom teacher and assigned him to the Comprehensive High School in Alesa-Eleme. He taught there for five years before being transferred from the Board to the Ministry of Finance in 2007 as Senior Accountant.
He was a Senior Accountant before being elevated to Principal Accountant. He was then promoted as Chief Accountant, Assistant Director, Deputy Director, and Director. He became Permanent Secretary before rising to the zenith of his career as Accountant General.
Political career
Mr Fubara’s decade-long political career has been characterized by his commitment to democracy and belief in the power of the people. This explains his unwavering focus on the grassroots.
Mr Fubara has been mentored by Rivers State Governor Nyesom Wike and other prominent Rivers leaders. When some party leaders in his Opobo/Nkoro Local Government Area abandoned the PDP, he took up the mantle and rebuilt it, eventually becoming the party’s leader in the region.
His leadership fostered cohesiveness and solidarity, strengthening the party in the Opobo/Nkoro Local Government Area. He has spread his profound party allegiance and fervor throughout the state since becoming the party’s governorship candidate for the 2023 general elections. This has helped to bring back and unite several party heavyweights, both in his local government region and across the state.
He is a staunch supporter of the PDP in Rivers State.

Amaopusenibo Siminalayi “Sim” Joseph Black-Fubara is a knight of St. Christopher (KSC) Order of Church of Nigeria Anglican Communion and holds the traditional chieftaincy title of Amaopu-Senibo of Opobo Kingdom. He is married to Valerie Fubara and they have three children.
He has been working with local outreach groups, among them SWITCH-ON, and Caregivers Humanitarian Outreach, on poverty alleviation, skills acquisition, scholarships, and other empowerment programs. He is also a sponsor and patron of the Women Prayer Network in Opobo Town, which seeks peace and progress for the town and its people.
Following a pioneer project in 2019 and palliative efforts during the COVID-19 epidemic, SWITCH-ON will start a specific program for women in October 2021 called the Women Empowerment Project. This was followed in July 2022 by the Men Empowerment Programme, which benefited over 430 individuals.
Controversy
The Economic and Financial Crimes Commission designated Fubara and 58 other government officials wanted in May 2022 in connection with an NGN 435 billion fraud. He was also wanted for an NGN 117 billion fraud, along with four other Rivers State government officials. The EFCC also charged individuals with alleged criminal conspiracy, money laundering, theft of public funds, and abuse of office
